Which moter racing driver slowed to celebrate a win and was pipped by the guy in second place?

I remember watching this a few years ago (sometime between 2003-2007) and i’m pretty sure it was in one of the F1 support races. A driver was celebrating his win in the run up to the finish line and slowed to wave at his pit crew but in doing so the guy in 2nd beat him. Think it was at Monaco. Anyone know the race and the driver?

    I THINK it may have been A J Almindinger in a F2 race at Monaco.
